Since 1994, MATRA has been promoting good governance mainly through support to civil society organisations. A broad range of interventions has been made possible under the following sub-programmes: MPP, Matra/KPA, Matra/KAP, Matra/KNIP, Matra Political Parties.

Since Bulgaria's accession to the EU the Matra Programme for Good Governance is slowly phasing out in this country. In 2008 active instruments were Matra/KAP and KNIP and the Matra Political Parties Programme. Although a number of projects under MATRA Projects Programme (MPP) is still running, no new projects will be initiated under this programme anymore.
